The register of classified universities (musannafa) is the reference the Ministry of Education works from when it considers equivalency for a degree earned outside Saudi Arabia. The Safeer portal presents it one record at a time; here you can search it by name or by country, with a link to the official record on every result.
Short answer
The Saudi Ministry of Education's register of classified universities lists 3,380 institutions across 76 countries, per the Safeer portal (ru.moe.gov.sa) as of 22 August 2026. Of these, 3,235 are marked not suspended, 109 partially suspended, 29 suspended for labour-market saturation and 7 closed. The largest entries are United States 1,183, Japan 253, Germany 228, China 132, France 131, United Kingdom 124. Being on the register is a condition for equivalency, not a guarantee of it: each application is decided by the Ministry of Education on its own file.

Countries absent from the register: sweeping all 260 country identifiers on the Safeer portal returns no institution from Colombia, Peru, Argentina, Chile or Ecuador. The whole of Latin America is represented by three Mexican institutions. Anyone holding a degree from those countries should query the ministry directly.
Being on the register does not by itself mean your degree will be granted equivalency
This is the part that catches people out. Many records carry notes and warnings specific to that institution, under the headings «notes on the university» and «warnings», and they form part of what is examined when an application is reviewed.
One example from the register: Charles University in Prague is listed as not suspended, yet its record still sets conditions for bachelor's and intermediate diploma study — quoting it: study in the local language (Czech) and also in English is permitted after obtaining permission from the Saudi Cultural Attaché, to confirm the programme is not one designed for foreign students; and enrolment in programmes designed for foreign students is not permitted. These are conditions the ministry places on the student, not a judgement on the university, and they change as the record changes.
The Safeer portal itself warns that a university's overall status does not replace opening its record: inside the record, each major and each degree level carries its own status, and a university listed as not suspended may still have suspended or closed majors. The status shown here is the university's, not your programme's.
So read the full official record before enrolling, not just the name. And the register changes: some institutions are suspended in full or in part, and some are closed. The decision always rests with the ministry.

Check your degree before the question becomes a problem
We verify your degree with the issuing university itself and prepare the file. Equivalency is the ministry's decision; our job is that your file reaches the competent authority complete and evidenced.

What is the Saudi register of recognised universities?
It is the register maintained by the General Administration for the Equivalency of University Degrees at the Ministry of Education, covering institutions outside Saudi Arabia. It is used when assessing applications to equivalate degrees earned abroad. It currently holds 3,380 institutions across 76 countries.
Does being on the list guarantee equivalency?
No. Many records carry institution-specific notes and conditions — for example that programmes designed for foreign students are not accepted, or that the language of instruction is restricted. Each case is decided by the Ministry of Education after reviewing the file.
What is the difference between not suspended, suspended for saturation, partially suspended and closed?

My university is not in the list. What now?
Check the spelling in Latin script first: 3,088 of the 3,380 institutions are registered in Latin characters, not Arabic. Try the full official name, or browse by country. If it still does not appear, check the Safeer portal directly and do not treat its absence here as a final answer.

We re-read the ministry's portal periodically and refresh the copy shown here. The date of the last update is at the foot of this page, and the official portal is always the binding reference.
