The MOE equivalency certificate: what it is and what your degree is measured against

The document that opens every door is the equivalency certificate (شهادة معادلة), issued by the Saudi Ministry of Education through the government's digital services. It does not compare your degree with a specific Saudi qualification the way Spain would: it recognizes your level — bachelor's, master's or doctorate — and validates that the issuing university is recognized by the Ministry.

Hence the first check in any Saudi case is institutional rather than academic: if your university is on the list of recognized institutions, the path is predictable; if it is not, the degree is assessed case by case with appreciably lower odds. We verify this before charging you for the full service, because it is the variable that decides whether the case makes sense at all.

What your engineering degree is called back home

Colombia and Peru: Ingeniería Civil, Industrial, Mecánica and Electrónica, over ten semesters. Mexico: Ingeniería Civil, Ingeniería Mecánica Eléctrica and Ingeniería Química, with a cédula profesional from the SEP. Venezuela: Ingeniero Civil, Ingeniero Industrial and Ingeniero de Petróleo — the latter a profile with its own Gulf demand. Argentina: Ingeniero Civil or Ingeniero en Construcciones, with the certificado analítico.

For a Saudi case the name matters less than two things: that the degree is attested by the Saudi Cultural Office and the Kingdom's Embassy in your country, and that the English rendering of your degree title matches across every document, because any discrepancy between the translated diploma, the passport and the contract blocks the process.

SCE registration (Saudi Council of Engineers): what it requires and why it is compulsory

The Saudi Council of Engineers is the Kingdom's professional engineering body, and its professional accreditation is what enables engineering practice in the country. Without SCE registration there is no sustainable legal practice, and the authorities link accreditation to the processing and renewal of foreign engineers' Iqama: that is why we treat it as part of the same file rather than something you discover once already in Riyadh.

Registration is requested by professional category according to your qualification and documented experience, and requires a coherent file: attested degree, MOE equivalency certificate, experience certificates and identity documents, with names and dates matching across all of them. The specific requirements for each category are published by the SCE itself and are worth consulting at source, because they are updated.

The correct order is always the same: degree attestation, MOE equivalency, then SCE registration. Filing them out of sequence is the most common cause of stalled cases.

After the SCE: Iqama, professional category and mobility across the Gulf

With the MOE equivalency and SCE registration resolved, what follows is the immigration and employment side: work visa, Iqama, and registration of your professional category, which determines what functions you may take on and on which projects you can appear as the responsible engineer.

In the medium term there are two common moves. One is category progression within the SCE as you accumulate documented experience in the Kingdom. The other is mobility within the Gulf: having your degree already attested and with an equivalency issued considerably shortens later recognition in the UAE, Qatar or Oman, because the documentary chain — translations, attestations, verification at source — is already built.
